The economics
Cost that moves with revenue, not against it.
A fully loaded W-2 processor costs $57,000–$79,000 a year whether or not the files show up. Contract processing at $800–$900 per funded file costs nothing in a quarter with no volume.
Idle capacity
In a quarter where volume halves, the salary doesn't. That is the cost that hurts.
